Mullen Defeats Motion to Dismiss in Spoofing Lawsuit Against Wall Street Firms

On March 30, Mullen Automotive Inc. announced it successfully opposed a motion to dismiss its federal lawsuit against IMC Financial Markets, Clear Street Markets LLC, UBS Securities LLC, and others. Filed in the Southern District of New York, the lawsuit alleges that between 2021 and 2023, defendants engaged in spoofing—placing and rapidly canceling large sell orders to manipulate Mullen’s stock price downward, then buying shares at artificially low prices. The court ruled that Mullen provided sufficient evidence of manipulative trading patterns to proceed, citing repeated high-frequency order cancellations followed by share purchases. Mullen’s legal team, led by Kasowitz Benson Torres LLP, will now begin discovery to further investigate the alleged market manipulation.

Bollinger B4 Delivered

Bollinger Motors, delivered the first 2025 Bollinger B4 truck to EnviroCharge — a key step in transforming the truck into a mobile charging station.

The B4, an all-electric Class 4 commercial truck, will be outfitted with a 120-kilowatt Level 3 charger by Indiana-based EnviroCharge, a veteran-owned company focused on mobile EV infrastructure. The partnership aims to bring reliable, on-the-go charging solutions to drivers in California and beyond.

“We’re proud to partner with EnviroCharge in expanding EV infrastructure,” said Jim Connelly, chief revenue officer at Bollinger Motors. “The B4 continues to show how commercial EVs can lead innovation in clean transportation.”

The first converted truck will make its public debut at the Advanced Clean Trucking (ACT) Expo in Anaheim, Calif., from April 28 to May 1. More trucks are expected to hit the streets soon after, helping meet rising demand for EV charging — especially in areas without fixed stations.

EnviroCharge CEO Charlie Stockton called the B4 “an ideal platform” for the company’s mission. “Its performance and versatility are just what we need to push mobile charging forward,” he said.

Bollinger’s B4 truck features a 158-kWh battery protected by a rugged chassis designed with direct input from fleets and upfitters. Deliveries began in late 2024, and Bollinger is already eligible for a slew of state and federal incentives, including:

  • Up to $40,000 per vehicle from the Inflation Reduction Act
  • Up to $120,000 per truck via California’s ISEF Pilot Program
  • $100,000 from New York’s NYTVIP
  • $30,000 from Massachusetts’ MOR-EV
  • $20,000 from Pennsylvania’s AFIG Program
