U.S. DOE Intends to Loan Star Plus Energy (Stellantis + Samsung) $7.5 Billion

The U.S. Department of Energy (DOE) announced a conditional commitment of up to $7.54 billion to StarPlus Energy LLC, marking a significant investment in domestic electric vehicle (EV) battery production. The loan, part of the Biden administration’s “Investing in America” initiative, will support the construction of two lithium-ion battery manufacturing plants in Kokomo, Indiana. StarPlus Energy is a joint venture between Stellantis, the parent company of brands like Jeep and Chrysler, and Samsung SDI.

Once operational, the facilities are expected to produce 67 gigawatt-hours (GWh) of battery capacity annually—enough to power approximately 670,000 EVs each year. This output aims to meet growing U.S. demand while reducing reliance on foreign suppliers, particularly from adversarial nations.

The project will generate an estimated 3,200 construction jobs and 2,800 permanent operational roles, bolstering Kokomo’s economy. Additional job creation is anticipated through a nearby supplier park. Partnerships with local educational institutions, including Ivy Tech Kokomo and Purdue Polytech, will help train workers to fill these positions, offering pathways to long-term employment in the clean energy sector.

The initiative also aligns with the Biden administration’s Justice40 Initiative, targeting 40% of federal investment benefits to disadvantaged communities. The facilities, built under the National Maintenance Agreement, emphasize community engagement and labor protections while supporting sustainability goals.

If finalized, the loan will be issued through the Advanced Technology Vehicles Manufacturing Loan Program, which has funded other key projects in the EV and clean energy sectors.

Before funds are disbursed, StarPlus Energy must meet technical, financial, and environmental conditions, ensuring compliance with federal standards.

The investment underscores the administration’s commitment to reshoring critical manufacturing industries while fostering economic and environmental progress.
